CMFE RENEWS CALL FOR MORATORIUM ON FEDERAL EXECUTIONS

 We are encouraged that the President has taken a first significant step by granting a 6-month reprieve to Juan Garza. Plainly, Juan Garza could not, in good conscience, have been executed while there are unexplained, stark racial and geographic disparities in the application of the federal death penalty.

However, we believe that President Clinton’s actions fall short.  While he has acknowledged the reality the racial and geographic disparities infect the federal death penalty process, he has failed to provide the required remedy.  Rather than focusing on an artificial timetable he should have imposed the safeguards necessary to assure a fair, reliable and credible study. We renew our call to the President to impose a moratorium on all federal executions that allows for a full and complete examination of the problem.
